In almost all cosmetic, fragrance, and topical applications, no. The tert-butyl alcohol and denatonium benzoate together total under 0.125% v/v, below the threshold where they affect skin feel, pH, fragrance profile, or dry-down characteristics. The denatonium is undetectable except by taste (it's the bitterest substance known, used as an anti-ingestion agent). For ingestible products, SDA 40B is not appropriate, use food-grade undenatured ethanol instead.
