For purchases of 6 gallons or more per calendar year, the federal Alcohol and Tobacco Tax and Trade Bureau (TTB) requires a User Permit for Specially Denatured Spirits. At 5 gallons or less annually, you can purchase without a permit but must complete an End-Use Certification at checkout. TTB permits are free to apply for at ttb.gov.
