Yes. SDA 40B is approved for cosmetic and topical OTC use, and is widely used in fragrances, body sprays, skincare, hair products, hand sanitizer, and astringents. On finished-product labels it appears as "SD Alcohol 40-B" or "Alcohol Denat." (the INCI name). The denaturants don't require separate label disclosure under cosmetic regulations because they're below the impurity threshold.
